The National Government is committed to ensuring that the Porgera Mining Project commences operations before the end of this year.

Mining Minister Hon Sir Ano Pala, said the government was in fact almost ready to grant the Special Mining Lease (SML) on 16 September, signaling the re-start of the mine. However, he said in the weeks leading up to that date, the Mining Advisory Council (MAC) identified a few technical issues that the applicant New Porgera Limited (NPL), needed to address in their application. He said the issues were flagged with NPL, adding that the MAC had received a response from NPL.

The MAC will deliberate on the response from NPL immediately.

“We want the project to re-open as soon as possible. This is because of the expected boost to the country’s economy. However, as a responsible government, we must make sure that all regulatory requirements are met, and all laws of the land are complied with,” said the Minister. He said the government was not too far off, on its planned date to re-starting the mine.”

He said he would be making a submission to cabinet at the end of this month to have the SML granted.

Meanwhile Acting Managing Director of the Mineral Resources Authority (MRA) Jerry Garry, said the MRA and its line agencies, had been conducting two separate but related processes in parallel. They are the regulatory aspect of the project, and the Community Development Agreement (CDA) initial consultations. He said on the regulatory front, which is basically the assessment of the SML application by NPL, the MAC met two weeks ago to deliberate on the application. This was when they found the issues with the application.

Mr Garry said on the CDA front, landowners and stakeholders had submitted their position papers to the State. A State team is currently going through the position papers to incorporate them into a matrix in preparation for the actual negotiations. The negotiations will begin in about two weeks from now.

The AMD explained that the two processes were separate and were running parallel to each other. This means that the SML could be granted ahead of the completion of CDA process, meaning the mine could start operating once the SML is granted. He said the CDA process would continue as the mine operates.

Prime Minister Hon. James Marape recently extended a warm and formal welcome to the new British High Commissioner to Papua New Guinea, Her Excellency Ms. Angela Macro. The meeting took place in Port Moresby.

High Commissioner Macro assumes her role succeeding outgoing High Commissioner Keith Scott, who will be embarking on another diplomatic assignment.

Prime Minister Marape expressed his gratitude for the long and storied relationship between Papua New Guinea and the United Kingdom, emphasising the commitment to the Commonwealth that both nations share. He encouraged High Commissioner Macro to deepen her understanding of the country and its diverse people.

“Welcome to Papua New Guinea, Madam High Commissioner. You will quickly discover that PNG extends far beyond Port Moresby, and Port Moresby itself is just a part of our rich tapestry,” Prime Minister Marape remarked.

Prime Minister Marape expressed PNG’s eagerness to see further advancements in the relations between Papua New Guinea and the United Kingdom. He reiterated the importance of support from bilateral and development partners, particularly in the areas of trade and education.

“The United Kingdom holds a special place in the hearts of Papua New Guineans, as we were once a British Protectorate before gaining independence and continuing our membership in the Commonwealth,” he stated.

“His Majesty King Charles III serves as our King and Head of State, represented by the Governor General Sir Bob Dadae. We look forward to the support of our development partners, including the UK, as we implement our recently-launched Medium Term Development Plan (MTDP) IV.”

Prime Minister Marape said King Charles III, who has a long association with Papua New Guinea, has been invited to open the new court facility in Port Moresby next year.

Prime Minister Marape also highlighted the environmental priorities of his government, emphasising the conservation of forests in Papua New Guinea. He sought support from industrialised nations like the United Kingdom in these conservation efforts.

Before her appointment as British High Commissioner to Papua New Guinea, High Commissioner Macro served as the High Commissioner to Lesotho from 2019 to 2022. Her extensive diplomatic career also includes roles as Deputy High Commissioner and Head of Political Team to Lesotho and Swaziland in Africa. She previously served in Rangoon, Burma, as the Second Secretary for Political, Economic, Press, and Public Affairs from 2002 to 2007 and as Second Secretary for Trade and Investment in New Delhi, India in 2007.

The meeting between Prime Minister Marape and High Commissioner Macro was marked by positive discussions on strengthening the bilateral relations between the two nations. Papua New Guinea, with its vast landmass and growing population, looks forward to a collaborative partnership with the United Kingdom in the years ahead.

The Ambassador of the United Arab Emirates (UAE), His Excellency Jamal Abdulla Al Suwaidi, embarked on a significant diplomatic mission recently, paying a courtesy call on Prime Minister Hon. James Marape. This meeting followed the presentation of his credentials to Governor-General Sir Bob Dadae at Government House, Konedobu, marking a pivotal moment in bilateral relations.

H.E. Al Suwaidi’s unique position as concurrently accredited to Papua New Guinea from Singapore signifies the deepening of UAE’s engagement with the Pacific region. During the courtesy call, Ambassador Al Suwaidi delivered the Official Letter of Invitation from the UAE Government for Prime Minister Marape’s attendance at the 28th Climate Change Conference of the Parties (COP28) World Leaders’ Summit, scheduled to take place in Dubai from December 1-2, 2023.

Prime Minister Marape graciously accepted the invitation, recognising the importance of global cooperation in addressing climate change. He outlined his intention to lead a delegation to Dubai for COP28, accompanied by the Ministers for Environment Conservation and Climate Change, International Trade and Investment, and Forestry. In the forestry sector, he aims to establish an arrangement for direct trade of timber products to the UAE market.

Recognising the global imperative to reduce carbon emissions, Prime Minister Marape emphasised the importance of partnering with the UAE in managing carbon footprints as both countries transition toward greener economies. He reaffirmed PNG’s commitment to conservation and reforestation, with 30 per cent of its forests dedicated to preserving and restoring the environment for future generations.

Prime Minister Marape pledged to amplify these concerns at the forthcoming COP28 meeting in Dubai, advocating for compensation for Pacific Island Forum (PIF) member countries affected by global warming. He also emphasised the need to safeguard oceans and marine ecosystems.

Prime Minister Marape shared his initial hesitation to attend the conference, rooted in concerns expressed at the One Forest Summit in Gabon earlier this year. However, he realised the importance of collective voices shedding light on the impacts of climate change, particularly on the people of Papua New Guinea and the greater Pacific.

Prime Minister Marape conveyed sincere gratitude to the UAE Government for successfully hosting the World Exposition in 2022 and for generously funding and providing the PNG Pavilion. This support elevated Papua New Guinea’s international standing as a business, investment, and tourist destination, showcasing its rich cultural heritage and traditions.

In a parallel initiative, the UAE will also provide a PNG Pavilion at COP28, offering a platform to promote PNG’s diverse cultures, traditions, and abundant natural resources.

Regarding the current bilateral relations, Prime Minister Marape expressed his satisfaction with the significant progress made over the years. To further enhance cooperation, he announced plans to convene a bilateral meeting on the sidelines of COP28 with the President of the UAE, focusing on potential and emerging areas of collaboration.

The discussions with Ambassador Al Suwaidi also touched on strengthening ties through the negotiation of an air service agreement, increasing trade and investment in agriculture, forestry, fisheries, oil and gas sectors, and fostering cooperation in solar energy, skills development, and capacity building.

Ambassador Al Suwaidi, in response, expressed his appreciation for the warm hospitality of the people of Papua New Guinea and recognized the vast potential for enduring economic trade and investment cooperation, climate change resilience, and environmental partnership between the UAE and Papua New Guinea.

This diplomatic encounter between Ambassador Al Suwaidi and Prime Minister Marape underscores the mutual commitment to deepening relations and addressing global challenges collaboratively.

The Board of Ok Tedi Mining Limited (OTML) has approved in principle a further mine life extension from 2033 to 2050.

This marks a significant milestone for OTML, its shareholders and for Papua New Guinea in general and is a sign of the confidence the Board has in the company's ability to deliver over the next two decades.

The approval is based on the latest Strategic Business Plan submitted by the Executive Leadership Team and discussed during the OTML Board meeting held in Tabubil on 13th September 2023.

This extension brings to life OTML’s Vision to operate with excellence, maximising the value of the mineral resource in an environmentally friendly way, to deliver sustainable economic and social benefits to the mine communities and the people of PNG. Several factors have enabled the extension including a strengthened long-term copper price outlook, additional mine waste management solutions such as Engineered Waste Rock Dumps and a Tailings Storage Facility to minimize impact on the environment, renewal of aged processing plant assets and implementation of other strategic projects that are currently in various stages of completion.

Managing Director & Chief Executive Officer, Kedi Ilimbit, said "The approval by the Board on the eve of PNG’s 48th Independence anniversary is a welcomed gift to the communities in which we operate and who provide us the social license to continue, as well as to the people of PNG."

Prime Minister Hon. James Marape says the World Indigenous Business Forum (WIBF) which will be hosted in October is a cost-effective way to promote Papua New Guinea (PNG) as a production country.

“APEC 2018 brought leaders; WIBF will bring actual practitioners of business. Don’t downplay the significance of this event. In fact, this is much bigger and better, and a most cost-effective way to promote our country as a production country and to promote network of buyers from other countries,” said Prime Minister Marape.

Prime Minister Marape said this in his keynote address at the Sponsors Night that was hosted by the Ministry of International Trade and Investment last night.

Prime Minister Marape thanked Hon. Kessy Sawang, then Vice Minister for International Trade and Investment and now Minister for Labour and Employment who was instrumental in securing Government support as the major sponsor of the WIBF 2023 to be hosted in PNG for the first time. Prime Minister Marape said WIBF will teach Papua New Guineans to be productive and innovative.

“Papua New Guineans have one of the best assets that any citizen on planet earth can have and that is land. 97 per cent of the land in PNG is owned by indigenous Papua New Guineans but we do not work that land to produce and export to the markets that we have. WIBF will be that moment where large indigenous businesses from around the world will come to the shores of Papua New Guinea and tell us that they are producing in their own places- not putting men to the moon but basic production business from resources available within reach. They will teach us not to wait for Government handouts but to be productive and innovative,” said Prime Minister Marape.

Prime Minister Marape after his keynote address launched a promotion video for the WIBF PNG 2023 which will be aired on EMTV and NBC TV stations starting today and leading up to the hosting of the event in October 24-26, 2023.

Powes Parkop announced last night that NCDC being the host city and the co-host of WIBF 2023 will support with K1 million. The Government of Papua New Guinea is set on establishing carbon-negative clean energy as its priority over crude oil and coal even as it takes its place among carbon-trading countries.

Prime Minister James Marape revealed this recently at the Petroleum and Energy Conference at Hilton Hotel along with planned major legislative measures as PNG is set to embark on the new trend of developments in the oil and gas sector.

“The world needs energy, it's just necessary as it needs food supply, which Papua New Guinea have in abundance including its natural forests,” Marape said.

“Papua New Guinea is positioning itself toward the global agenda of zero carbon emission and becoming a major energy competitor, that is why the National Energy Authority was created to develop policies to regulate meaningful energy development that will enhance the nation forward,” he said.

"Investors, be assured that Papua New Guinea have never missed a cargo of LNG (liquefied natural gas) shipment in the country, and it is committed to working with development partners in the petroleum and energy sector,” said the Prime Minister.

Marape also underscored the shift to a production sharing arrangement regime from the current concession base licensing system, which was introduced by the Minister of Petroleum and Energy Kerenga Kua in the forum.

Kua said the reform will not affect current projects including the PNG LNG Project, Papua LNG Project, and P’nyang Project with its developers Exxon Mobil, Santos, and Total Energy respectively.

“Most of the countries around the world are using production sharing arrangements for its oil and gas sector and therefore it is fitting for the government to do away with concession-based licensing system as it will avoid the crippling loan burden faced in the country,” Kua said.

"We want to achieve maximum benefits for our resources. Instead of being spectators, we want to negotiate and achieve maximum benefit for the nation. Therefore, before the end of the year, the government will be introducing a bill in parliament to establish the National Petroleum Authority that will manage the oil and gas act and administer the Production Sharing Regime,” the minister added.

“There will also be an organic law set in place before parliament for the Production Sharing Act and Domestic Market Obligation Act, alongside with the Government’s National Content Act for Papua New Guineans to be involved meaningfully in the oil and gas sector,” said Kua.

Minister for Trade and International Investment Richard Maru, who also attended the conference, acknowledged the shortfalls faced by the nation, including the inefficient supply of electricity services in the country.

He challenged the National Energy Authority to bring in strategies that will help relegate timely and low-cost power services in the country.

“Drastic measures should be taken with the appalling state of electricity problems in the country, especially in my province East Sepik, as we go out without power for weeks. If radical measures need to be taken, then so be it,” he said.

“I am challenging the National Energy Authority to look into low-cost electricity generation that will benefit the country, and my ministry is happy to work along with investors who would want to venture into this space,” said Maru.

The three big global players at the PNG Petroleum and Energy conference -- Exxon Mobil, Total Energy, and Santos -- were encouraged to invest in nature-based solutions to mitigate their global emission footprint, which they said are currently on track.

The Government is set to make significant legislative changes in the energy sector, with plans to introduce a bill to establish the National Petroleum Authority in Parliament before the year's end, according to the announcement made by the Minister of Petroleum and Energy, Kerenga Kua, during the recent Petroleum and Energy Conference.

Minister Kua outlined the key responsibilities of the National Petroleum Authority, stating that it will take charge of the administration of the Oil and Gas Act. He went on to emphasize that this authority is expected to become fully operational by the close of the first quarter in 2024.

One of the most noteworthy aspects of this reform is the shift from the current concession-based system to a petroleum production sharing regime, which will effectively change the country's ownership and management of petroleum and energy resources. Minister Kua reaffirmed the government's commitment to this transition.

“The Marape Government will be introducing a bill into parliament before the end of this calendar year, establishing the National Petroleum Authority,” Minister Kua confirmed. “This authority will oversee the administration and management of the Oil and Gas Act and, in due course, the administration and management of production sharing arrangements."

In addition to the establishment of the National Petroleum Authority, Minister Kua announced another significant legislative development—the introduction of a new constitutional law known as the Organic Law on Petroleum Production Sharing. This law will serve as the foundational framework for the upcoming production sharing regime.

Minister Kua clarified that the new production sharing provisions outlined in the organic law will not apply to Bougainville and existing oil and gas development projects such as PNGLNG, PapuaLNG, and P’Nyang, which already operate under established gas development agreements.

Beyond these key legislative changes, the government's reform agenda in the petroleum and energy sector encompasses several other crucial components, including the Petroleum Production Sharing Act, National Content for the Petroleum Act, and the Domestic Market Obligation Act.

The Acting Managing Director of the Mineral Resources Authority (MRA) Jerry Garry, has urged the Porgera Mine landowners, to negotiate for infrastructure developmental projects, during the coming Community Development Agreement (CDA) negotiations.

Mr Garry was speaking recently at the Enga Teachers College in Wabag, during the presentation of position paper by the Enga Provincial Government, pertaining to the Porgera mine CDA negotiations.

The CDA negotiation for the Porgera project is expected to commence in two weeks’ time in the Enga Province.

Mr Garry said the country had been harvesting millions of Kinas’ worth of natural resources for many years. However, he said, there was little improvement in landowners’ livelihoods. He said for this reason, it was important for landowners to negotiate and secure long-term infrastructure projects such as water supply, housing, education and health. He said that he was pleased to note that under the New Porgera agreement, the re-settlement of SML landowners is one of the key programs that would be undertaken.

He shared similar sentiments expressed by Governor for Enga Province, Grand Chief Hon Sir Peter Ipatas, that stakeholders must negotiate with future generations in mind, and not think about what they could get today.

Chief Secretary Ivan Pomaleu has once again called on staff of the Department of Prime Minister and National Executive Council to step up and resolve bottleneck issues that hinder the progress of development and service delivery.

The Chief Secretary made the call during the Department’s Luncheon to celebrate Papua New Guinea’s 48th Independence.

“It is a moment in history, 48 years ago, that our country was admitted into nationhood, and joined the community of nations globally,” he said.

“It is a moment where our founding fathers stood tall and proclaimed the national Constitution and determined that we are empowered to chart our own course and our own destination.

He said therefore,  on occassions such as the celebration of our independence, we pay tribute to our founding fathers for the decision they made that has brought us this far.

The Chief Secretary said they did so much with so little during their time and that their power to think sometime amazes him. 

“Their ability to bridge the traditional past and use that as a platform to imagine the structures and the systems that are required to build the foundations of our country,” Chief Secretary Pomaleu said.

“Their ability to build the required institutions of state and the relationships that are necessary for our country to thrive.

“Their ability to chart a course, however simple and rudimentary but at very high levels, where the country ought to be in the future.

“The amazing energy and the drive they had to influence thinking, build support and drive to achieve key outcomes that are necessary and visionary.”

Chief Secretary Pomaleu said but our founding fathers have had their time and that now is our time to take it from where they left off and on into the future.

He said our government, lead by Prime Minister James Marape, has taken stock of where we are and have determined a direction that they want to take this country to.

The Chief Secretary told staff members present that we were all privy to high level conversations on Connect PNG, on making our health and education better, on building infrastructures, on building opportunities for our common people, business opportunities, on taking back more from our resources.

The Chief Secretary said our government, which represents our people, has given us directions that we need to follow.

He said we have already launched the Medium Term Development Plan IV (MTDP IV), which is the aggregate of every other conversations that we have had up until now.

“It is a guiding document that will help us achieve the development goals of our government.”

Chief Secretary Pomaleu said and it is our collective responsibility, as members of this department to work on making sure that the aspirations of this government and the people that it represents, as enshrined in the MTDP IV and other over-arching and associated documents are achieved.

He said the MTDP IV sets the tone for all that must be done to deliver us to 50 years of independence and beyond. 

The Chief Secretary added that it (MTDP IV) demands that we do not rest on our laurels and that we do not go to sleep on our watch.

In driving the importance of agriculture throughout the Central Province, the Southern Regional Department of Agriculture and Livestock hosted a weeklong workshop ending on the 8th of September with the local Avi Avi Cooperative society being the host venue in Aipeana village, Mekeo. 

Cocoa and vanilla farmers came from the nearby Inaui village to share their experiences and challenges in a conducive environment. The workshop also looked at issues faced by cocoa and vanilla farmers and what can be done to mitigate these issues.

Augustine Maino, a cocoa and vanilla farmer from Inaui, told participants that if agriculture has to work, three other agencies must also play their parts to enable the industry to be successful.

These agencies, Maino said, are "the farmer, DAL, and the Government. When these three bodies are aligned and doing their jobs, there is no excuse that agriculture will not move forward, this coupled with good managers who are honest and equipped, will see a smoother transition.”

Central Governor Rufina Peter could not attend due to other commitments, but a small delegation led by Michael Atuai, the Governors Agriculture Projects Officer, represented her. 

In making his remarks, Atuai apologized on behalf of the Governor for her absence, and noted the concerns shared by the farmers.

“One of the things missing in a culture like Mekeo and Kairuku society is our Chiefs are often forgotten. I thank you for this point and Governor will be informed accordingly. I am happy when I see young leaders like Patrick Avi, it's always good to see young people taking the lead in economic aspiration," he said.

"A lot of youths don’t always work hard in this, and Patrick is an example. The good Governor will be informed of the things discussed at this workshop and the challenges faced.” 

Southern Region Director for DAL Leka Mou thanked Governor Peter for sending a team to see first hand the work being carried out. Mr. Mou also spoke of the importance of having a plan that "combines all commodities into one.”

“Last week, Michael Atuai and I were at Kwikila station and we are putting together a final plan. For the past week we have been working very hard to put this plan together which will be completed tomorrow so that in the space of agriculture everyone will be on the same page in the province, which will also align with Governor Peter's five year development plan,” he said.

The farmers from the two Mekeo villages of Inaui and Aipeiana completed the workshop invigorated with new skills and assurances that support will be given from DAL and the Central Governor's office.

Governor for Hela Province, Hon Philip Undialu on Friday Sept 08, 2023, presented his province’s position paper pertaining to the Porgera Mine Community Development Agreement (CDA), to the Mining Minister Hon Sir Ano Pala.

The presentation was done at the Airways Hotel in Port Moresby, witnessed by Vice Minister Assisting the Prime Minister on State Negotiations Hon Jimmy Maladina, Vice Minister for Mining Hon James Donald, Chairman of the State Negotiating Team (SNT) Dairi Vele, Secretary for the Department of Mineral Policy & Geohazards Management (DMPGM), Harry Kore, and the Mineral Resources Authority’s (MRA) Executive Manager for Development Coordination Division, Andrew Gunua.

Governor Undialu was accompanied by key landowners of Gas-To-Electricity (GTE) facility and well-heads, which has been supplying 70 mega-watts of power to the Porgera mine for the last 30 years. He said the Hela Province hosts almost 70 km of power lines that supply power to Porgera mine.

Hon Undialu said his government had raised 16 issues and proposals in the position paper on behalf of his stakeholders. However, he said some of the issues were commercial in nature and would be discussed in appropriate forums, while some will be discussed during the CDA process.

The leader said the 16 issues and proposals had been condensed into two proposals for the government to consider. He said option one was the ‘Porgera & Gas-To-Electricity (GTE) Project Integration.

“We are now proposing for a project integration or unitization,” said Governor Undialu.

He said for instance in the PNGLNG project, all supporting facilities of the project, in Hela, Southern Highlands, Western, Gulf and Central Provinces, are all integrated, where we all work together in benefits sharing arrangements.

He said if this proposal was accepted, his government and stakeholders expect to negotiate with the state on benefits such as equity, royalties, Business Development Grant (BDG), Infrastructure Development Grant (IDG) and other social benefits.

Governor Undialu said the second proposal was to treat the GTE facility as ‘stand-alone project, and have its Memorandum of Agreement (MOA) reviewed, and ownership be transferred to the provincial government and landowners, on a 50/50 basis subject to old Mining Development Contract (MDC) Clause 6.4.

He said clause 6.4 of the old MDC says that on the 10th anniversary of the mine’s operations, the power plant would be transferred over to the State.

Hon Undialu said the mine started operations in 1992, which means that the GTE facility should have been transferred to state in 2002 which did not happen.

He said if the GTE was transferred to them, the provincial government and landowners would ensure that social security is provided.

Minister Pala on receiving the position paper from Hon Undialu, said this papers would be considered together with papers presented by all other stakeholders integrated into a formula for negotiations soon.

The government has announced that it would propose an umbrella agreement to the landowners, impacted communities and stakeholders of the Porgera mine.

The announcement was made in Alotau on September 7, 2023, by Vice Minister (VM) Assisting the Prime Minister, Hon Jimmy Maladina, in his closing remarks.

He was speaking to landowners, impacted communities and stakeholders of the Porgera Mine, during the Porgera Community Development Agreement (CDA) consultation closing ceremony.

“We are trying to follow the footprint of PNGLNG, where there was an umbrella agreement, splitting the percentage break ups of the equity , royalties, Infrastructure Development Grants (IDG), and Business Development Grants (BDG). The different license areas and affected landowners will have to sit down and distribute the goods,” said Hon Maladina.

He said the government had received position papers from all landowners, impacted communities and stakeholders.

The VM said papers were received from Special Mining Lease (SML) landowners, Lease for Mining (LMP), Mining Easement (ME), Hides-Porgera Power Line (HPPL), Riverine impacted communities in the Western and West Sepik Provinces, youths and women’s groups. He said some raised legacy issues from the past 30 years, some raised equity and royalty issues and projects. Hon Maladina said the government recognizes and appreciates these issues and had taken note of them.

“We want to make sure that these sorts of issues are managed better and benefits are fairly and equitably distributed this time,” VM Maladina said.

He assured the landowners and stakeholders that the government would consider all papers, and no paper would be left behind as they were all important.

He said the government would need two weeks to align the positions with relevant laws applicable, and also incorporate them (positions) onto a formular, that would form the basis of negotiations going forward.

He said the venue for negotiations would be in the Enga Province with the specific venue to be announced soon.

Governor for Western Province Hon Taboi Awi Yoto, this week presented his provincial government’s position paper, on the Porgera Mine Community Development Agreement (CDA) negotiation, to the Minister for Mining Hon Sir Ano Pala.

The presentation was made in Alotau Milnebay province, where the State Team, landowners and impacted communities just concluded CDA consultations.

In presenting the position paper to Minister Pala, Governor Yoto said in his introductory remarks, that his government’s position paper, presented terms on how much benefit they were seeking from the Porgera Project. He said this was for the use of their river systems as a means to disposing tailings waste from the Porgera Mine.

“We the new stakeholders from Western Province comprising the Fly River Provincial Government, spearheaded by the Governor and the three open Members of North Fly District, Middle Fly District and South Fly District, riverine communities in the Western Province, and Strickland River, Lake Murray and Lower Fly River, have united to integrate our negotiation terms in the form of requests,” said Governor Yoto.

He said his government hopes that the State Negotiating Team (SNT) would consider their negotiation terms as they look forward to ensuring that the New Porgera Mine re-opens.

In response, Minister Pala said that the National Government would consider their position paper together with that of other stakeholders, and ensure that all stakeholders receive fair, just and equitable shares of benefits from the project.

Wilmar International Limited is interested in partnering the Government of Papua New Guinea as an equity partner to invest in rice, chicken, oil palm, sugar and feed production and processing in PNG.

Wilmar International Limited Group CEO, Mr. Kuok Khoon Hong met with Minister for International Trade and Investment, Hon. Richard Maru today in their Singapore World Head Office and agreed for the Wilmar Group and the PNG Government to enter an MOU to become long-term strategic investment partners to invest in large scale agriculture projects that will grow and transform the economy of Papua New Guinea.

“Our main objectives are to create more jobs, increase exports, reduce the cost of food in Papua New Guinea, and drive the downstream processing agenda of the Government,” said Minister Maru.

A very thankful Minister Maru said: “The meeting and understanding reached between our Government and Wilmar International is a very significant breakthrough for our Government. I have extended an invitation for the Group Chairman and CEO to visit PNG to meet Prime Minister, Hon. James Marape and visit various land that we are proposing for our new Joint Venture chicken project and a new flour mill in Port Moresby. We will have the MOU signed during the trip planned for the end of October.”

Air Niugini's Acting Chief Executive Officer Gary Seddon says the national airline strives to provide the best services it can to its customers despite the many challenges it is facing.

He shared these remarks at the Business Breakfast Meeting hosted by the Port Moresby Chamber of Commerce and Industry on the 30th of August at the Gateway Hotel.

He briefed POMCCI members on the latest developments within Air Niugini, from the acquisition of new aircraft, staff training and recruitment, hurdles faced, and future plans for the state-owned enterprise.

"It is my privilege to stand before you to speak today. Air Niugini is 100 percent government-owned in the aviation industry with a rich history in the development of Papua New Guinea. Its 1740 employees genuinely wake up every morning to find ways to competently deliver service on a timely basis," said Mr. Seddon.

Some of the setbacks currently faced by the aviation industry as highlighted by Mr Seddon include rough and short runways that need maintenance for Kokopo, Mt. Hagen, Kimbe, and Kieta that hinder landing for aircraft; current fuel shortages that have caused an increase in fuel prices affecting the cost of service delivery, and limited planes operating on a tight and busy schedule with an increased population, as buying aircraft becomes expensive.

Air Niugini, with the assistance of the current government and board, has acquired a total of 13 aircraft (11 Airbus A220 narrow-body jets ) and two Boeing 787 Dreamliners (wide-body jets) at the cost of K2.55 billion. The Airbus A220 should join the Air Niugini fleet from 2025 onwards, he added.

This remarkable aircraft Airbus A 220-100 stands as the epitome of modern airliners in its category, specifically tailored for the 100 to 150-seat segment. It boasts an impressive range of up to 6,400 kilometers, Together with a spacious cabin, seats, and windows, passengers can enjoy a high level of comfort during the flight, he noted.

"The Airbus can operate both domestic and international routes with more capacity. It burns 27 percent less fuel than the current fleet for the same sectors, and has greater comfort and operating efficiency,” he said. 

"We are moving from analog to digital. The Fokker jet aircraft have done their part for the last 25 years, and it’s time to replace them with a game-changer aircraft," said Mr. Seddon.

The acquisition was a significant event in the history of Air Niugini and acknowledged the government, the airline board, and everyone involved for their leadership and guidance.

Air Niugini has currently tabbed 50 of its staff for leadership training and 150 of its staff for customer care training, and is planning to celebrate its 50th anniversary by thanking its stakeholders and staff, Mr Seddon said.

"Air Niugini is looking forward into the future focusing on a world-class standard aviation company with positive company returns, making sure its clients enjoy a first-class experience," he said.

Agriculture plays a vital role in the economy of Papua New Guinea, extending beyond subsistence farming in rural communities, and is an integral part of developing the Central Province through labour force and export revenues.

This was the basis of a weeklong Agriculture Sector Stakeholder Workshop, hosted by the Central Governor’s office and Provincial DAL which began on Monday the 26th of August 2023, and ended on Friday September 01, 2023.

According to participant and Agriculture Project Officer from the Central Governor's office Michael Atuai, industry experts from Kokonas Indastri Koporesen (KIK), National Agriculture Research Institute, Department of Agriculture and Livestock (DAL), Livestock Development Corporation (LDC), Fresh Produce Development Agency (FPDA), rubber Industry experts, and the provincial lands and agricultural sector gathered together and worked collectively to pave the pathway for development for every agricultural commodity in the Province.

“For a long time, this was done on ad hoc basis without proper coordination with all commodity bodies and the host Provincial Agriculture Sector, now this is the first time a pathway is being created.” Atuai said.

Part of the development pathway agreed upon will see the host province tell sectors what they want, and jointly they will pool resources together and deliver this arrangement through a Memorandum of Agreement (MOA).

The resources that will be pooled together include finance, land, transport, irrigation, manpower, improved technologies, improved planting materials, and establishment of a commodity value chain pathway or marketing opportunities.

A special point about marketing of agricultural commodities and establishment of marketing outlet for all commodities will be priority number one, raised as part of the pathway, as "for far too long production has been the focus without considering marketing," Atuai said. 

Central Province's agriculture team will prioritize marketing, he said, as available market access is a motivation for agricultural production and productivity.

Attending the closing of the workshop, Governor for Central Province Rufina Peter was given a rundown on the discussions held during the week and the course of action to be taken in the next meeting. 

Governor Peter in addressing the workshop participants emphasized that in her term of Government Agriculture plays a major role in bringing prosperity throughout the Province.

“If we want to improve the living standards of our people, if we want to improve the social and economic indicators, it is the agricultural sector that forms the foundation, and of course the other enabling sectors that come into play, so it is my honour and privilege to be here."

"The importance of this moved me to give K10,000 to partner with the administration arm and move this workshop forward,” the governor said. 

Governor Peter’s vision is to position Central Province as the leader in nation building, as "everything began in the Central Province and then moved out to Papua New Guinea."

“For me I don’t want it to sound rhetoric anymore and when I say this but when I say I want Central to be the leader in nation building, we need to get back to our position as leader in nation-building. I mean it, and that’s why I say agriculture, and I support when I put in the funds as we go, we have to make it happen, and you are the important guys in this room to make it happen.”

Ms. Peter urged the participants to understand the importance of the national plans, its overarching plans, and ensure they are driving and implementing the plans and pathways at their level.

The Governor also encouraged the industry experts to ensure proper data is collected so work can be done according to the data provided. Workshop participants were also tasked to meet on a quarterly basis going forward.

Prime Minister Hon. James Marape says he is satisfied with his meeting with French President Emmanuel Macron.

The Prime Minister and the President met at the presidential office in Paris where bilateral exchanges were had covering a wide range of issues, high among them Climate Change and financing accessibility for Forest Nations. 

PM Marape said: “My stand is always the same as when I first made it publicly at the 2021 United Nations General Assembly. It is that the bigger Carbon Footprint Holders must compensate their actions by financially supporting the Global Climate Change Fund which must be accessed by those of us who own these resources and global assets. This will allow us to be better placed, development-wise, in preserving these assets. 

“France has rightfully recognized Papua New Guinea as a great forest reservoir, and its contributions in replenishing Planet Earth through both our forests and our Pacific Ocean – both of which act as big carbon sinks for the world. These are global assets that demand to be conserved and preserved. 

“When we met recently in Gabon as Forest Nations of the world, we positioned President Macron as our advocate at the leading global forums such as the G20 and the G7 summits. 

“France has already stepped up in this area by partnering PNG in our forest resource management by investing K200 million in the Managalas Conservation project in Oro Province.

“But other members of the G20 must also step up. The United States, Japan, China, United Kingdom, Indonesia, Australia, South Korea, India and four or five others with whom PNG already has strong bilateral connectivity. Out of the 20 countries in the G20, PNG has strong relations with 13 of them. 

“Therefore, I am glad for my meeting with President Macron. Apart from my continuing follow-up on other bilateral exchanges, and reciprocating his visit to us, my meeting has ensured that President Macron secures France’s commitment once again as he leaves for the G20 Summit to advocate for us Forest Nations, PNG being one of them. 

“The President will be asking these countries to properly contribute funding which can be used to ensure the protection of our forests. 

“As a country on the Island of New Guinea that is the holder of the third biggest rainforest in the world after Amazon and Congo, we must be known widely as a ‘forest nation’. This is the identity I am carving out on the global stage for Papua New Guinea. 

“We must push and continue to push through all possible avenues, including the connections we make, to draw attention to the proper management of our forest resources.”

Meanwhile, the Prime Minister has also met with the Managing Director of the International Monetary Fund Kristalina Georgieva in Jarkata, Indonesia on this same matter – on how Forest Nations can get relief or concessional lending for the proper management of their forest resources. 

“We must be adequately compensated, and I am happy to note that the Managing Director has said at our meeting to support this proposal. I am looking forward to working with IMF in the context of how PNG forest resource owners can be supported in better managing their forests,” he said. 

Prime Minister Hon. James Marape, MP has commended the Government of Indonesia and the International Monetary Fund (IMF) for their commitment in promoting sustainable development.

The Prime Minister made the commendation when delivering his keynote address on the first day of the Indonesia Sustainability Forum recently in Jakarta Indonesia.

He commended Indonesia’s Coordinating Minister for Maritime and Investment Mr Luhut Binsar Pandjaitan for hosting the ISF because everyone needs to work together to protect our village, planet earth.

Prime Minister Marape said Indonesia has made great strides in addressing climate change over the years and is making great progress, which is very commendable.

The Prime Minister was also encouraged to hear from that the International Monetary Fund recognises that the climate crisis is at the final charge of our time.

He was also encouraged to hear that Mrs. Kristalina Georgieva, Managing Director of International Monetary Fund is just as concerned as all the countries affected by climate change that it would affect the financial stability of all affected by climate change and are making funding available to assist with protecting the last carbon sink holes in the world, the remaining rainforests.

Prime Minister Marape said therefore the ISF is timely, because we now live at a time where the threshold for the continued sustenance and survival of earth has been reached as a result of human behaviour, whether individually or collectively, which can irreversibly destroy the earth like no other time before. 

He said it does not matter whether you are an ASEAN country, or Asia Pacific or European or African or American, we are all one human family.

“We all bleed one humanity, we all live only once, and we all have one common home called planet earth,” Prime Minister Marape said.

“And our children and our descendants will be able to live on this earth when we sustain it. However, if we do not, the children of our children might not have a place to live because we destroyed their natural habitat, earth.

“Hence as Leaders of Governments and Businesses, it is IMPORTANT that we raise consciousness to the task on hand and use earth’s resources wisely, prudently and in an environmentally sustainable manner for our children’s sustenance.

“We cannot be ignorant to the fact that our local activities can have a regional and global effect. 

“Therefore, I want to commend President Widodo and Indonesia for not just hosting this Sustainability Forum but also setting national targets in areas like Net Zero by 2060 and your Enhanced NDC targets is commendable. 

“In my country Papua New Guinea, despite our carbon negative status, we continue to subscribe to the principles and ethics of sustainable development to protect and sustain our huge tropical forest and Mangrove areas,

“My Government’s national development plan has this ethos of sustainable development deeply entrenched because it is our moral obligation to do so for our children.”

Prime Minister Marape further commended Indonesia for hosting this forum to amplify the need to focus in this area of climate change, resource management and sustainable development. 

He concluded by saying Papua New Guinea looks forward to combine our forest and mangroves into a South Asia Pacific regional resource pool so our collective work would auger or complement our sustainable development focus. We must think globally and act locally. 

Prime Minister Hon. James Marape has invited the business community of Israel to Papua New Guinea, offering land in a Special Economic Zone specifically for Israeli businesses in the country.

Prime Minister Marape made the invitation to the Israel Manufacturers Association.

The Prime Minister wasted no time, as he came out strongly advocating PNG’s great potential in oil & gas and mining, together with sustainable resources – Forestry, Agriculture, and Fisheries – and his government’s renewed efforts into downstream processing.

He said with PNG’s geographical location in relation to Asia and its thriving markets, Israeli businesses would do well for themselves to invest in Papua New Guinea.

“We are closest to the Asian markets. We are linked to many Asian countries at a government-to-government level. That is the competitive advantage we have over many other countries,” said PM Marape.

“I would like to offer you land. As you give us land tomorrow for our Embassy here, we would like to offer you land, not just for your mission in Port Moresby, but a big piece of land for a Special Economic Zone for Israeli businesses to take residence in our country to do business, to mount your satellite, and do business.

“We have natural resources in oil and gas, and in our forestry, fisheries and agriculture. We have more than enough land for you to come in and start your businesses, and I am willing to give you tax-free incentives.

“Together, we can produce, label these as Israel-PNG produce, and export to the world. PNG is close to the Asian market than you are from Israel,” said PM Marape.

The presentation at the Israel Manufacturers Association was made to representatives from a cross-section of the Israel business community and was very well received.

Prior to this, Senior Advisor on International Relations at the Manufacturers Association of Israel and President of the Federation of Binational Chambers of Commerce Mr Dan Catarivas gave an overview of the Israel economy whereby he spoke of Israeli’s economic advancement in the last 75 years. With a healthy GDP, Israel’s main export commodity item is High Technology Industries offering solutions to improve business, trade and investment, health, agriculture and education to mention a few.

PNG could partner with Israel in this very important area to improve its systems, Prime Minister Marape said.

The Prime Minister was accompanied by his delegation including State Ministers and senior government officials from the departments of Prime Minister & NEC, and Foreign Affairs.

After the Israel Manufacturers Association meeting, the Prime Minister held a dinner reception in the evening with members of the Israeli business community who have interest in PNG.

Prime Minister Hon. James Marape has affirmed Papua New Guinea’s strength in accepting, tolerating and living with diversity.

Prime Minister Marape made this statement at the reception of the opening of the new Papua New Guinea Embassy in Jerusalem recently (5/9/23).

“In 1975 when we assembled into one nationhood, we brought together over 860 different tribal language groups in their own tribal setting,” said PM Marape.

“We assembled as one nation, and this unity is something we would like to show to the world – that we can live amidst diversity and tolerate each other with our own perspectives.”

The Prime Minister told guests that PNG has the ability to show and teach the world that people can live united amidst a diversity of cultures, languages, religious backgrounds, and different worldviews.

“As we establish our Embassy in Jerusalem, it is not to downplay others who have the right to visit or live in Jerusalem,” he added.

“It is not to downplay their rights of co-existence in Jerusalem, especially those who hold views as Christians and those who hold views as Muslims.

“As we establish our Embassy here in Jerusalem – and from a Christian perspective – we would like to shine out the Love of Jesus Christ that tells us to respect others as we would expect them to respect us.

“We will work in partnership with the Nation of Israel to ensure that we live together and co-exist side-by-side without talking too much about the past.

“And more importantly, creating a better future for our children as we live within our rich diversity, preserving humanity, and other common interests of humanity.

“From a Christian-Judeo perspective, this is something we can offer to the world – that the world can be a better place to live in.

“So it is not by mistake, or accident or a coincidence that PNG has established its mission here in Israel,” he said.

As he concluded his remarks, Prime Minister Marape thanked the Israeli Government, Prime Minister Benjamin Netanyahu and his Cabinet for giving PNG a space in Israel to continue and expand the two countries’ bi-lateral ties.

Papua New Guinea’s relations with the State of Israel is very important, particularly as PNG seeks to draw from Israel’s development experiences over the last 75 years, Prime Minister Hon. James Marape has said.

Prime Minister Marape said this after a bi-lateral meeting on Tuesday (05.09.23) afternoon with Israeli Foreign Minister His Excellency Mr Eli Cohen, as he prepared to head to the opening of the new PNG Embassy in Jerusalem in the evening.

Accompanying Minister Cohen was Ambassador Roi Rosenblit, the Ambassador of Israel to Papua New Guinea; Mr Rafael Harpaz, Deputy Director General and Head of the Asia/Pacific Division; Mr Yosef Zilberman, Deputy Spokesperson of the Foreign Ministry; Mr David Levy, the Director of the Pacific Department; Mrs Bella Stoller, Spokesperson to the Minister; Ms Tali Elbaz, Senior Advisor to the Minister of Foreign Affairs; Mrs Ahuva Spieler, Foreign Policy Director to the Minister of Foreign Affairs; and Mrs Eynat Shlein, Deputy Director General for the Center for International Cooperation – MASHAV.

“Minister Cohen has been travelling, and I thank him, especially for cutting his travel short to make the meeting with me and my delegation. The bilateral meeting with him was warm, with our discussions well-noted by his team.

“Minister Cohen noted the importance of our relations in developing the Agriculture sector, water resources, and the proposal for a National Guard and Youth Service to harness the youth of PNG in a sustainable and meaningful manner for socio-economic development.

“I am also pleased to announce that PNG has secured agriculture support from the Israeli Development Agency known as MASHAV for innovative agriculture support. Part of this is that our initial PNG students under training currently will be increased immediately to an additional 75 in 2024.

“The MASHAV will also embark on a survey visit later this year to gauge PNG needs before we expect more opportunities on offer by MASHAV in Climate Change, Gender Equity, Community Development and Green Innovation.

“I also had good exchanges with the Israeli Manufacturers Association to connect our businesses and agreed with the establishment of a PNG-Israel Chamber of Commerce to coordinate business, trade and investment activities. An Israeli business delegation is set to visit PNG in early 2024.

“A Joint Declaration of Cooperation was also combined in 2013 and I will ensure the new cooperative bilateral arrangements I discussed with Prime Minister Benjamin Netanyahu and Foreign Minister Mr Eli Cohen are factored in to revise this JDC.

“The PNG Government will reciprocate and allocate land to the Israeli Government to establish their Diplomatic Mission in PNG in the immediate future and Prime Minister Netanyahu has accepted my invitation to visit PNG for the ground breaking ceremony.

“A business delegation comprising investors in economic infrastructure development, banking and financing, food production, ICT to mention a few will visit PNG in 2024 seeking business, trade and investment opportunities,” said Prime Minister Marape.

PM Marape added that more recently in the past few years, there has been a marked increase in people-to-people relations at the government level from leaders to ministers and officials.

“The religious pilgrimages by our Christian faithful have also increased and is very uplifting, and continues to flourish among many Papua New Guinean citizens.

“To complement this and ensure continuity, I will be directing the Chief Migration Officer to fully operationalize the Visa Waiver Agreement that was concluded with Israel in 2013 by my predecessor. This will also ensure smooth facilitation of Israeli government, private citizens and tourists and investors arrival in PNG.”

Prime Minister Marape said Israel, with a GDP of USD488.5 billion, knowledge-based economy and high-tech industries, has a lot to offer to PNG in terms of developing PNG’s vast renewable and non-renewable resources, and in the ICT space, health, fisheries, agriculture, defense, security, business, trade and investments.

“The opening of the PNG Embassy in Jerusalem last night with Prime Minister Netanyahu sums it all up. We are the fifth country to establish a Diplomatic Mission in the Jewish Capital. It is the sovereign decision our government has taken because of our strong spiritual connections and shared Christian principles with the State of Israel.

“Let us understand the benefits that we will receive through strategically choosing who our development partners and the assistance we can draw on to support our socio-economic development aspirations through my official international engagements.

“Upon return I need the collective support of all relevant line departments and agencies to take note of the issues I negotiated in as far as it affects them and implement them for the common good of PNG,” concluded Prime Minister Marape.
