Department of Petroleum completes National Ministerial Determination for Papua LNG Project

It was a significant milestone for the Department of Petroleum and Energy after its completion of the National Ministerial Determination No. G967, No.G968 and No. G969  for the Papua LNG Project that was successfully gazetted and published on the 6th of December by the Government Print Office.

This was announced officially by the Minister of Petroleum and Energy, Hon. Kerenga Kua, at the Dream Inn conference room.

The determination came to a successful completion after a lengthy landowner identification process identified by the Department of Petroleum and Energy, Total E& P PNG Limited, Gulf Provincial Government, and the Central Provincial Government within its communities by identifying clan-owning groups within the Papua LNG Project.

So far, 277 clans have been identified -- 191 clans for Gulf Province and 86 clans for Central Province under the Papua LNG Project Applications, which are as Papua LNG follows:

  • Petroleum Processing Facility License No. 4
  • Petroleum Processing Facility License No. 5
  • Pipeline License No. 18
  • Pipeline Licence No. 19
  • Pipeline License No. 20
  • Petroleum Development License No. 15

"There are many legal processes that are required to be met one by one by the government, developer, and different stakeholders for the commencement of the Papua LNG Project that will generate revenue for the country," Minister Kua said.

"One of the significant milestones achieved is the preliminary study and the identification of the local landowners of the project in consultation with the state and developer (Total E&P PNG Limited) which has come to a successful completion after an intensive and costly effort.

"With the Department of Petroleum and Energy successfully gazetting the National Ministerial Determination for the beneficiaries of the Papua LNG project, the next stage will be the development forum planned to be staged in 2024, where landowners will discuss their participation in the project and later on the construction phase for the development of the Papua LNG Project that will create employment opportunities and generate revenue for Papua New Guinea," he said.

Witnessing the occasion were the Secretary of the Department of Petroleum and Energy Mr. David Manau, Director of Corporate Affairs Total Energies E&P PNG Limited Mr. Richard Kassman, and general stakeholders.
