The Autonomous Bougainville Government has launched its flag carrier, Bougainville Wings Limited, marking a milestone in the region’s aviation sector and broader economic development efforts.
President Ishmael Toroama officiated the launch at Buka Airport, describing the initiative as a long-awaited step toward strengthening connectivity and supporting growth across the autonomous region.
Bougainville Wings is a joint venture between the ABG and Outback Aviation, with Bougainville holding a 70 per cent majority stake through Bougainville Public Investment Corporation Limited.
The launch ceremony was attended by senior government officials, including Commerce, Trade, Industry and Economic Development Minister Robin Wilson, as well as Bougainville Wings Chairman Sylvester Kenatsi and other stakeholders.


Toroama said the government remains committed to ensuring the airline’s success and positioning it as a revenue-generating asset for the region.
“The aviation industry in Bougainville has long awaited progress and we are looking forward to expand this significant beginning,” he said, adding that the government would ensure the airline is properly established and managed.
Bougainville Wings is expected to support the Bougainville 2052 Vision by improving transport links, particularly to remote and underserved areas such as Nissan, Buin, Torokina and the Atolls.
Wilson said the launch signalled a transition from planning to operations, noting that the airline secured its certificate of airworthiness from the Civil Aviation Safety Authority of Papua New Guinea on Dec. 20, 2025.
Under the joint venture structure, Bougainville retains a 70 per cent share, with the remaining 30 per cent held by private sector partners.
Officials said the establishment of Bougainville Wings represents an initial but significant step toward building a sustainable aviation industry, with plans focused on expansion, improved connectivity and long-term economic returns.
