PNG Tourism Promotion Authority Commences Consultations on New National Tourism Policy, Marketing Strategy

The Papua New Guinea (PNG) Tourism Promotion Authority (TPA) has commenced a series of regional consultations on the development of a new PNG National Tourism Policy and Marketing Strategy.
The TPA, in partnership with the Asian Development Bank’s (ADB) Pacific Private Sector Development Initiative (PSDI), will travel across PNG from 9-28 February 2023 to speak with tourism industry stakeholders as part of its National Tourism Policy 1995 review.
The regional consultations will cover PNG’s four regions—New Guinea Islands (Kokopo), Momase (Madang), Highlands (Mt Hagen) and Southern (Port Moresby).
The first consultations, held on 9-10 February in Kokopo, were attended by the region’s tourism industry stakeholders, operators, guides, event organizers and provincial tourism offices.
Attendees discussed PNG tourism policy reform issues, priorities, and options; the policy development process; future opportunities for New Guinea Islands’ tourism industry; and the role of the TPA in enabling, marketing, and coordinating the tourism sector.
PNG TPA Chief Executive Officer Eric Mossman Uvovo said consultations on the new National Tourism Policy and Marketing Strategy were critical, and would inform subsequent legislative amendments to the PNG Tourism Promotion Authority Act 1993.
“Since the establishment of PNG’s National Tourism Policy 1995 and Destination Marketing Strategy 2018-2022, a lot has changed,” Mr. Mossman Uvovo said.
“The tourism industry is primarily driven by the private sector, so these consultations are important to ensure the new policy helps PNG to develop tourism sustainably, maximise its resources, and position itself as a potential lead Pacific tourism destination.”
Alongside these private sector consultations, PSDI held interviews with multiple PNG government departments and agencies to gauge views on the policy and potential avenues of reform.
PSDI is an ADB technical assistance program undertaken in partnership with the Governments of Australia and New Zealand. PSDI supports ADB's 14 Pacific developing member countries to improve the enabling environment for business and to achieve inclusive, private sector-led economic growth.
It is supporting the TPA to rebuild the PNG tourism sector following COVID-19, and to undertake longer-term tourism sustainability and resilience planning.
The new PNG National Tourism Policy is scheduled for completion by April 2023.
The PNG TPA is a statutory body funded by the Government of PNG. The ultimate goal of the TPA is to market and promote PNG to the world as a desirable travel destination.

Reforms Needed in the Tourism Industry: Minister
Crucial reforms have to be made so that the tourism industry can move forward.According to Minister for Tourism, Arts and Culture Isi Leonard, they need to ensure that the environment for the tourism industry is significant to these changing times. He added that the enforcement of standards will add value to competitive advantage as a destination to ensure that the process of tourism goes smoothly. “Papua New Guinea’s tourism industry is a sleeping giant and has a huge potential to generate considerable wealth for our country,” he said. “The tourism industry will play a vital role in growing Papua New Guinea’s economy by harnessing the huge untapped tourism potential and open doors to the outside world into our shores to a million different journeys."He is confident that the national tourism plan will give the guidelines and frameworks for the tourism industry to get back on track. “We have to take back our tourism industry at the local level to the national level,” he said. “Every citizen in the Informal Sector, MMSEs, SMEs and big corporate organizations in all sectors of the economy can effectively participate and contribute to the overall growth and productivity of the Tourism Industry in Papua New Guinea.”

COVID Has Affected the Tourism Industry
The pandemic has indeed affected the tourism industry in the country.This was according to Tourism, Arts and Culture Minister Isi Henry Leonard who said that the travel restrictions has brought less international tourists to enter the country and has caused fewer tourism activities. However, he said that it is important to promote local tourism and activities in the country. “Our local tourism sector is also affected but not to that extent,” he said. “So we should now put more emphasis on local tourism by ensuring support in terms of travel and mobility within the country.”He added that a national plan was already in the works to align tourism in the country after the ill effects of the pandemic. “I think the plan should provide the way forward for tourism to rise above the Covid-19 challenges in the tourism sector,” he said. “We need to protect the tourism sector by devising possible solutions and strategies to ensure the sector continues to be promoted and maintained. So for me, I think we should emphasis more on local tourism by bringing programs and activities back to where the people are.” Once the plan is finalised, he said that they will seek the support of the National Executive Council.

Tourism and Tourism-Related Businesses One of the Hardest Hit by COVID
With international borders shut down to contain the virus, PNG experienced a downfall in international travellers from January to June last year - 32,805 as compared with 75,556 of the same period n 2019, a drop of 57 per cent. In addition, tourism-related businesses and enterprises suffered major losses, and there is a dearth of tourists visiting shopping malls and recreational parks In an assessment survey conducted last September and October, tourism stakeholders and tourism product owners revealed interesting responses.According to the chief executive officer of the Port Moresby Nature Park, park visits fell from 70,346 visitors between March and August 2019 to 42,435 over the same period in 2020, a drop of 40 per cent. There were also a lot of cancellations of programs and projects for the parks. Also suffered was the souvenir shop of the park as there were no tourists anymore. However, some good samaritans also helped the park such as the Sir Brian Bell Foundation and the British High Commission paying entrance fees for their students and teachers. In addition, the earnings of local artisans were disrupted too.The hotel industry was another one of those hardest hit. Facing closure were the Ela Beach Hotel and the Holiday Inn Express because there were no tourists or visitors. Rates for room occupancy also dropped. But operations started picking up last quarter of 2020, especially with the food and beverages at the hotel. Lodges also faced some massive challenges. Aside from the airlines, travel agents such as PNG Explorers International, Mix Travel Limited also faced some losses and huge cancellations. Others such as dry cleaning, rental cars, barbershops, and florists all lacked customers.Local arts and crafts vendors also struggled.While it is believed that international travels boost the economy, domestic tourism can also contribute a lot. It is, therefore, everyone’s business to keep tourism alive in PNG.

Papua LNG project to Minimise Economic Challenges
Photo: Petroleum Minister Kerenga Kua Petroleum Minister Kerenga Kua has recently stated that the Papua LNG project is critical in addressing some of the economic challenges that are currently faced in the country. He said about K75 billion will be generated over a 15 year period when the project is in progress. He added that the initial stages of the project has commenced with K500 million said to be inputted into PNGs foreign exchange capacity in 2023. During a press conference on Thursday the 9th of March, The Petroleum minister highlighted the progressive stages of the Papua LNG project and emphasized the importance and significance of the benefits that the project will provide. According to studies the project life is expected to operate over a 15 year period that will generate about K75 billion and significantly boost Papua New Guinea's struggling economy. "The K75 billion benefit is inclusive of what comes to the state directly as levies, to Kumul Petroleum, to the landowners as royalties and the provincial governments. All of us put together are going to be collecting and sharing that benefit in the next 15 to 20 years", Kua said. Minister Kua said that studies for the Papua LNG project began in 2004 following the discovery by Interoil, the resource estimate is in the range of 6 trillion cubic feet of gas and 98 to 100 million barrels of condensive oil. The benefit of this project is immense and a positive component is the national content which is expected to positively impact GDP, export earnings, forex, revenue to impacted levels of government, landowner benefits and Job opportunities. Minister Kua said the project developer Total Energies will inject K500 million into the PNG economy in 2023. "The Papua LNG project is a project of national significance for Papua New Guinea and will stimulate business confidence and will provide a significant impetus for our economy", "The Marape-Rosso government places high priority on the delivery of the Papua LNG project, we have an improved deal for our people, and improved contribution for our national contractors and workforce. The government strongly supports the Papua LNG project and encourages all stakeholders including project partners to work diligently to deliver the project on time and on budget", Minister Kua said. Petroleum Secretary David Manau was also present at the conference, he highlighted that the petroleum department will work closely with impacted provincial governments and landowners as this is important in ensuring that all stakeholder grievances are discussed and addressed. In light of this, a development forum is expected in the third quarter of this year. Meanwhile, Kua also revealed a unique aspect of the upcoming project which will mitigate the project's carbon footprint and is set to make PNG in becoming the first country in the Asia Pacific region and only the second on the world to re-inject carbon dioxide back into the well pad in a LNG project. He said the re-inspection of carbon dioxide into the well pad is a significant step towards reducing the project's carbon footprint and will help mitigate the environmental impact of the project and contribute to Papua New Guinea's efforts to combat climate change. The Papua LNG project is a joint venture between the PNG government, TotalEnergies and Exxon Mobil. It is one of the largest investments in the country's history and is expected to generate significant revenue for PNG's economy. Total Energies holds 40.1 percent interest in Papua LNG, along with its joint venture partners Exxon Mobil (37.1 percent) and Santos(22.8 percent). The Papua New Guinea government may exercise a back-in right of up to 22.5 percent interest at the Final Investment Decision (FDI) planned by end of 2023 to early 2024 and production will be scheduled for four years later.
