Papua New Guinea's National Information and Communications Technology Authority (NICTA) has launched a new integrated regulatory database and announced progress toward the introduction of 5G services, marking key milestones in the country's digital transformation agenda.
NICTA and Universal Access Services Board Chairman Brian Riches unveiled the NICTA Integrated Database (NIDB) and provided an update on the country's 5G preparations during the opening day of the Digital Transformation Summit 2026.
Riches said the initiatives underscore NICTA's commitment to advancing Papua New Guinea's digital transformation through trusted data, modern digital infrastructure and a robust regulatory framework.
The NIDB is designed to strengthen NICTA's role as a data-driven regulator by providing a secure platform for collecting, managing and analysing information from the ICT sector. The system is expected to improve regulatory oversight, support evidence-based policymaking and enhance decision-making across the industry.
According to NICTA, the platform will serve as a single trusted source of ICT regulatory data and provide the foundation for future innovations, including advanced analytics and data-driven regulation.
Riches acknowledged support from the Economic and Social Infrastructure Program (ESIP), funded by the Australian government's Department of Foreign Affairs and Trade, as well as ICT licensees, industry stakeholders, project teams and NICTA staff involved in developing the platform.
On 5G, Riches said NICTA had completed extensive technical studies, industry consultations and public engagement as part of its review of the technology's introduction in Papua New Guinea.
He said the review process is nearing completion, with the NICTA Board expected to consider the final report and recommendations in the coming months.
"NICTA remains committed to ensuring that any future deployment of 5G is guided by transparent, evidence-based decision-making and aligns with the long-term interests of consumers, industry and the nation," Riches said.
He added that the initiatives extend beyond technology, describing them as critical building blocks for a digitally connected Papua New Guinea.
"It is about strengthening trust through data, enabling connectivity through modern infrastructure, and creating opportunities for innovation, investment and inclusion for all Papua New Guineans," he said.
The launch of the integrated database and continued work toward 5G readiness form part of NICTA's broader strategy to develop a modern, secure and future-ready digital ecosystem for Papua New Guinea.
