PNG Poised For Economy Growth
Papua New Guinea has all the ingredients to make the creative economy grow, says World Intellectual Property Organisation legal officer Paolo Lanteri. Mr Lanteri was speaking at the Intellectual Property Office’s copyright seminar in Port Moresby yesterday.
He said currently there is a growing awareness of contribution to the economies from the creative industries. “A study has shown that creative industries accounts for 5.2 per cent of GDP in some of the developing and developed countries in the world. Huge economic opportunities are created by the creative industries in addition with the social and cultural contribution.
Your music and traditional dances can be accessed online throughout the world however the challenge is to protect these artists to guarantee them a fair remuneration. It is important to stress how copyrights guarantees the incentives and establishes the legal framework for the well functioning of the creative industries,” he said.
Mr Lanteri said it is essential for government to provide appropriate and balance legal framework to face the challenges of the digital age. He said policy makers must be able to provide incentives for all sectors to promote the sustainability of national culture in the long term.
“PNG has all the ingredients to have a well functioning creative economy. Besides the well known natural beauty attracting tourists from all over the world, you are very rich in culture and traditions. You have a modern law national legislation already and you political commitments perhaps there are few areas where improvements can be made one of those is treaty membership to provide legal framework for your national to get paid in the local markets.
The other one management of rights, need an organisation to create a mechanism to collect and distribute royalties,” he added.
Mr Lanteri said PNG is a member to WIPO since 1997 and has maintained a stable and fruitful relation and have worked together and have made important steps for the promotion of IP at the national level however it is fair to say that those steps were taken mostly in the field of IP rather than in copyright.
